Police believe the scam has been running for at least five years, potentially producing a £1million profit.
The certificates are thought to be from a genuine batch and may have been stolen.
A Mail investigation found evidence to suggest that Montgomery, 67, and his wife, who is 60, were advertising ‘genuine’ MOT certificates from their £200,000 home in Portugal.
All customers appear to have been fully aware that their vehicles would not pass the inspection test – and could now themselves face police action.
